Anncr: Next, an editorial reflecting the views of the U.S.
Government.

Voice: This month, Arpad Goncz, the president of Hungary, and
Michal Kovac, the president of the Slovak Republic, were honored
by the East-West Studies Institute in New York city.  The two
leaders were singled out for their efforts to promote tolerance
and protection of national minorities.

    In a joint statement, Mr.Goncz and Mr.Kovac said it is a
misunderstanding to think that the wounds Hungarians and Slovaks
have historically inflicted upon each other are too deep to be
healed.  They said that despite the views of some extremist
politicians, national minorities do not threaten the unity or
integrity of countries in Central Europe; in fact, they are an
asset.  The two presidents said it is "our moral obligation to
allow minorities to assert their right to retain and foster their
identity in our countries."

    Mr.Goncz and Mr.Kovac reaffirmed their commitment to close
cooperation between Hungary and the Slovak Republic and full
integration with western economic, political and security
institutions.  They said, "We recognize our countries have a
historic opportunity.  It should not be missed.  We are
determined to seize the day and further the realization of a
historic reconciliation."

    In a White House meeting, president Bill Clinton
congratulated president Goncz and president Kovac on receiving "a
well-deserved award for their common commitment to democracy and
reform."  Mr.Clinton commended the people of Hungary and the
Slovak Republic for their "steadfastness, even in the face of
great difficulty."  The path to change is never easy, said
president Clinton, but Hungary and the Slovak Republic have had
the courage to go forward, and the United States strongly
supports them.
