piacvesztesert is, amelyet az elmult evekben a MAV
elszenvedett (...)

2.(...) Meg a leginkabb
vesztesegesnek itelt 1900 km-nyi halozatbol is csupan 1600
km az, ahol a jelenlegi adatok szerint aruszallitasi
veszteseggel is szamolni kell a kereslethiany miatt.  A
tovabbi 2000 km-nyi vonal eseteben pedig az aruszallitas
osszesitett eredmenye is tulsagosan keves az intenzivebb
szemelyfogalom tetemes vesztesege miatt. Ily modon
fordulhatott elo, hogy az eszak-balatoni vasutvonal is
rakerult a levalasztandok/megszuntetendok listajara (...).

(El tudjatok kepzelni egy nyari vasarnap delutan az M7-est?)

Az eloterjesztesben alkalmazott szamitasi modszer tipikus
esete annak a korabban elitelt gazdasagpolitikai
gyakorlatnak, amely a 80-as evekben az "onfonanszirozo
vasut" koncepciojabol kiindulva az aruszallitas nyeresegebol
finansziroztatta a szemelyszallitast es napjainkra a vasuti
infrastruktura (palya- es gorduloallomany, ingatlanok)
vegzetes leromlasahoz vezetett. (...)

Sajnalatosnak tartjuk, hogy a vasutvonalak eletkepessegenek
meghatarozo szempontja ma is csupan a keresztfinanszirozas
lehetosegenek fennallasa. E kategorizalas kizarja peldaul
egy korszeru elovarosi vasuthalozat es tomegkozlekedesi
rendszer megteremteset (...)

3.   Az 1900 km megszuntetesre itelt halozaton felul a
tervezet 2000 km vasutvonal eseteben az onkormanyzati,
illetve vallalkozoi tulajdonbeadast nevezi meg lehetseges
alternativakent. Ennek elmaradasat azonban itt is a
megszuntetes kovetne 1998-ig.
Az erintett vasuthalozatot es az azon lebonyolitott szemely-
es aruforgalmat jelentos reszben nem lehet pusztan helyi
jellegunek (...) tekinteni. Az
arufuvarozas egyertelmuen orszagos (...) a szemelyforgalom
tekinteteben is vonaltol fuggo, hogy helyi fovonalra rahordo
jellegu-e a forgalom.

A tervezet a finanszirozasi forrast kulso forraskent jeloli
meg, az uzemeltetesi jog atadasa csak olyan onkormanyzatok,
szervezetek reszere tortenhetne, amelyek az uzemeltetest
"tobblet allami tamogatas nelkul" vallaljak. (...)
nyilvanvalo, hogy az uj szervezeti formaban is veszteseges
szemelyszallitasi tevekenyseget az erintett onkormanyzatok
mas beveteli forras hianyaban nem tudnak finanszirozni.(...) Ha a
kormanyzat a vasuti palyak fenntartasanak kotelezettseget is
at kivanna haritani a jogutod tarsasagokra, az szinten a
vasutak megszunesehez vezetne (...)

A palya atadast megelozo rekonstrukciojanak allami
garanciaja eseten (...) lenne realitasa onkormanyzatok
(...) es vallalkozok
(...) altal uzemeltetett
vasutaknak. Itt elsosorban osztrak pelda alapjan helyi
szarnyvonalakrol, videki elovarosi vasutakrol,
keskenynyomkozu vasutakrol lehetne szo.

Egy regionalis kozlekedesi infrastruktura hatekony
mukodtetesehez nem csupan annak tulajdonara, de
jogositvanyokra is szukseg van (...) a terseg
kozlekedespolitikajanak meghatarozasa (...), befolyasolasa,
a tarifapolitika, illetve a teruleten athalado forgalom
adoztatasa (...) tekinteteben.

4.   Elismerve a koltsegvetes hianyabol fakado szorito
helyzet szuksegszeruseget (...) de elfogadhatatlan szamunkra a vasut, mint
alternativ, korezetbarat kozlekedesi eszkoz megszuntetese. A
vasutak megtartasa az infrastrukturalis fejlettseg es a
nemzeti vagyon megorzese tekinteteben egyarant fontos
tenyezo.

(...) a kozuti beruhazasokkal egyenrangu
vasutfejlesztes elinditasa jelentene a megoldast. Ki kell
alakitani a vasuti kozlekedes vonzerejenek visszaallitasahoz
szukseges finanaszirozasi, arpolitikai, jogi hatteret.(...)

A jelenlegi Utalap helyett egyseges kozlekedesi alap
megteremtese.
A kozuti kulso koltsegeinek szamitasba vetele (...)
Tarifakozossegi rendszerek kialakitasa az elovarosi es
regionalis kozlekedesben, allami arkiegeszitesek leszukitese
a vasuti utazasra a vasuttal ellatott teruleteken.
Az indokolatlan parhuzamossagok megszuntetese az autobusz-
es vasuti kozlekedesben (...)
Igenyeljuk, hogy a kozforgalmu kozlekedesi alapellatas
fogalmat pontosan hatarozzak meg es biztositsak.
A kombinalt szallitasi modok adozasi preferenciajanak
bevezetese a kozuti teheraruszallitassal szemben.
Diszkriminativ adozasi feltetelek megallapitasa a veszelyes
anyagok es termekek kozuti szallitasaval szemben.
Egyertelmu es vasutorientalt kozlekedespolitika bevezetese a
tranzit aruforgalom tekinteteben. Onmerseklet es
fokozatossag az ingyenes tranzitenegdelyek kiadasanal, a
beszedett tramzitforgalmi dijak atcsoportositasa a kombinalt
szallitasi modok fejlesztesere, a hetvegi kamionforgalom
megtiltasa. A Ro-La kapacitasok felfutasa utan kotelezo
vasuti szallitas bevezetese egyes utvonalakon.

Az utolso meg meglevo, Budapestet elkerulo eszak-deli
(Sopron-Szombathely-Pecs, Celldomolk-Kaposvar) es kelet-
nyugati (Pecs-Bataszek-Kiskunfelegyhaaza) osszekottetesek
megszuntetese helyett azok szinvonalassa tetelen kellene
faradoznmi. (...)

Az alacsony szemely- es aruforgalmu 1900 km-es halozaton
tamogatjuk a forgalom jellegenek megfelelo egyszerusitett
uzemvitel surgos bevezeteset, amely a szemelyforgalomban
konnyu motorkocsik, sinautobuszok kozlekedteteset, az
aruforgalomban idobeli korlatozasok bevezeteset es az
allomasi es utazoszemelyzet letszamanak esszeru csokkenteset
jelentene. A torzshalozati forgalomban is szamos helyen
nyilna mod (...) az igenyekhez valo rugalmas
alkalmazkodasra, ezaltal a vesztesegek merseklesere, de
ehhez nem tovabbi elvonasokra, hanem a MAV szamara juttatott
tamogatasok celzott jellegere van szukseg.

Peldaul (...) beruhazasi forrasokat,
celtamogatasokat a MAV es az (...) erdekelt onkormanyzatok es gazdalkodo
szervezetek csak palyazati uton nyerhetnenek el. (...)

Kerjuk, hogy a kormanyzat kezdjen szelekoru tarsadalmi
egyeztetest a fenti kerdesek megnyugtato es kozmegegyezesen
alapulo megoldasa erdekeben.

Subj:	Nuclear Power Plant Mochovce (Slovakia)

with reference to two recent postings by CEDAR, I would like to take 
your attention to a highly controversial environmental policy debate 
in Central Europe focussing on the construction of the Nuclear Power 
Plant Mochovce in Slovakia, about 120 km from Vienna.

The project planners (Electricite de France and Slovenske Elektrarna) 
seek major funding from the European Bank for Reconstruction
and Development (EBRD).

According to the EBRD funding guidelines, a public Environmental Impact 
Assessment and Public Participation Procedure is currently going on and 
it has to take place also in affected neighbouring countries 
like Austria. This is the first transboundary Environmental Impact
Assessment Procedure with Public Participation in Central Europe.

As announced by CEDAR, the reports submitted by the project planners 
are available at

This is, to our knowledge, the first comprehensive documentation on a
nuclear power plant project available on the Internet. 

A first assessment of these documents by the Austrian Government is now

This official assessment still refers to a public hearing planned 
by the Austrian Government for January 23/24 at the Austrian Conference 
Center, Vienna. The hearing had meanwhile to be cancelled due to 
the absence of a confirmation to participate by the project planners 
in spite of several official invitations. This unwillingness to 
participate is in contradiction to the Guidelines of the EBRD 
for Public Participation Procedures.

In Austria, the generation of nuclear energy had been banned already prior 
to 1980 by a popular referendum opposing successfully the commissioning 
of the only nuclear power plant ever constructed. After the
Chernobyl accident, Austria has been for meteorological reasons one
of the most heavily affected countries in Central Europe (documentation
available in German with English and Czech summary at our Agency).
