Global Change Report Available

Recent headlines have described catastrophic floods in Western Europe and 
the Pacific Coast of the United States,  southern Africa in in the 
throngs of one of the worst droughts in decades, cities in Western and 
Central New York broke numerous high temperature records in mid-January.  
All of these climate anomalies are being attributed to El Nino - a warm 
water current produced in the Pacific Ocean off the coast of South 
America.  In exceptional years the El Nino-Southern Oscillation effect 
can have serious consequences on climate patterns worldwide.

Data and information specialists in the Carbon Dioxide Information 
Analysis Center (CDIAC) at Oak Ridge National Laboratory have recently 
completed the third revision of their research report, "Trends '93: A 
Compendium of Data on Global Change."  This report is available at no 
cost and is described in detail below (nehany reszlet kivagva).  
A convenient electronic order

Kicsit elavultak a sajtszemleim- dehat mit tegyen, akinek nem legipostan jar a
HVG, es az otthoni sajto-kemei olyan rozsdasak mint TI, kedves otthon
kepernyobamulo Kornyesz-kozonseg....!!

1.  Valaki kerdezett az egyik szamban a Fenekkuszobrol.  Szabo Gabor a
"Velemenyek" rovatban a HVG idei 5. szamaban ragja a temat.  Egyszeruen arrol
van szo, hogy szegeny Szigetkoz vizehsegen ugyprobalnanak segiteni, hogy egy
fenekkuszobbel megduzzasztanak az ottani vizet.  Ez persze a Szlovakoknak
nagyon jo, mert egyre kozelebb van az eredeti tervhez, ami tobb ilyen
fenekkuszobot tartalmazott; valamint javitja a  szlovak mutargy biztonsagat.

2.  Sajnos ezt en is csak masodkezbol tudom, de ismet pont a demogmaffia-vita
ideje alatt jelent meg a NYTimesban feb. 15 korul egy hosszu cikk szinten a
Kelet-Europai halalozasi es szuletesi aranyokrol.  Gabor, erdekesek voltak az
adataid.  Elgondolkodtato volt, hogy tenyleg nem csak egy botrany szintre fujt
sajto-ce'co'val allunk-e szemben.  De ezt ez az ujabb cikk, es az eddig, tobb,
megbizhatobb szaklapbol szerzett adatok is igazoljak (National Interest;
Magayrorszag Kornyezeti Allapotanak Mutatoi, stb).  Es meg mindig szeretnem
hangsulyozni, hogy itt NEM arrol van szo, hogyelet-Europa nepessege fogy, hanem
a derivaltakrol. Vagyis,  arrol, hogy tobb tucat evtizede a varhato eletkor
szepen kitartoan novoget minden iparosodott orszagban, mig ez most
Kelet-Europaban visszafordult.  A jelenseg rendhagyosagara a legjobb bizonyitek
az a teny, hogy az eddig biztosan csokkeno halalozasi aranyu korcsoportokban is
megfordult a helyzet: igy a munkakepes, fiatal ferfiak, sot nok kozott is (a
nok valahogy mindenhol szivosabbak halalozas teren).  

ERdekes, hogy te ilyen egyszeruen el tudod ezt konyvelni a vandorlasoknak.  Jo
lenne errol is adat, de nem hiszem, hogy sokkal nagyobb a szumma vandorlas most
Maagyarorszagrol, mint a szoc. evek atlaga.  Es a halalozasi aranyok
novekedeset semmikepp nem magayrazza meg.  Kivancsi vagyok, mire szavaznak a
tobbiek?  Kivandorlas, stressz, kornyezetszennyezes, gazdasagi helyzet...?  Mit
gondoltok?

    EXPERTS MEET TO DRAFT TRAINING MATERIALS ON ENVIRONMENTAL ECONOMICS

NAIROBI, 20 February 1995 -- Leading international experts and
representatives of institutions active in the field of environmental
economics will be meeting here, from 21 to 24 February, in two
meetings organized by the Environment and Economics Unit of the
United Nations Environment Programme (UNEP).  The participants are
expected to begin the process of drafting practical and flexible
manuals and training materials for use by practitioners in this
field, with particular emphasis on developing countries and countries
in transition to market economies.

The first of the two meetings, on 21 and 22 February, will deal with
the preparation of a manual on valuation of environmental and natural
resources, which was one of the recommendations of an August 1994
meeting which UNEP had convened on the subject.

Using a compendium prepared by the London Centre for Social and
Economic Research on the Global Environment (CSERGE) on "Economic
Values and the Environment in Developing Countries" as the basis for
discussions, experts last year had reviewed existing methodologies,
identified gaps and proposed practical techniques for the valuation
of environmental and natural resources.   Particular emphasis was
placed on calculating the costs and benefits of the integrated
management of terrestrial ecosystems, including water, biological
diversity, desertification control and coastal and marine
environments.

The second meeting, which begins on Thursday morning, 23 February,
also follows up on a recommendation of another August 1994 meeting.
The expert group will now be considering the preparation of training
material on the use of economic instruments for sound environmental
management and sustainable development, using examples of their
application in different economic, cultural and development contexts.

For last year's meeting, UNEP had commissioned two reports on the
assessment and applicability of economic policy instruments for
environmental management.  Those reports reviewed the current use of
such instruments, possible options and alternatives for financing
sources and mechanisms, and emerging and critical issues on the
subject.

The final versions of the manual and training material, due to be
ready within a year, are expected to cater to the needs, socio-
economic and cultural considerations, and state of development in
developing countries and countries in transition.  !!!!!!!!!!!!!!!!!!!!!!

Within UNEP, environmentally sound and sustainable development has
always been an important element of its programmes.  Focus has been
on clarifying the linkage between environment and development and the
role economics played in this linkage, particularly through the use
of such tools as environmental impact assessment, natural resource
accounting and economic instruments.  More recently, attention has
been devoted to the impact of international economic relations on the
environment, with particular emphasis on trade.

The UN Conference on Environment and Development (UNCED) in 1992
identified as one of the priorities for UNEP the integration of
environment and economics in UNEP's activities.  This was followed,
in 1993, by the endorsement of UNEP's Action Programme on Environment
and Economics by the 17th session of UNEP's Governing Council.

The Action Programme covers five substantive areas:  environment and
natural resource accounting; valuation of environmental goods and
services; economic policy instruments; environmental impact
assessment; and trade and the environment.   Over the past year,
workshops and meetings have been held on various components of the
Action Programme.

A Gaia Sajtoszemle, az ELTE Termeszetvedelmi Klub hirlevele 1983 ota
tekinti feladatanak, hogy hirt adjon ennek az ELOLENYNEK eleterol, az
ember altal kivaltott betegsegenek tuneteirol, gyogyitasanak lehetosegerol
es modjarol. Foglalkozuk a (C.P. Snow fogalma szerinti) "ket kultura",
a termeszet- es szellemtudomanyok teruleteivel. Me'rt es hiteles adatokat
gyujtunk es kozlunk - elsosorban a szaklapokbol - az elovilagrol,
