CENTRAL EUROPEAN PRESIDENTS MEET IN HUNGARY. The presidents of Austria,
the Czech Republic, Germany, Hungary, Italy, Poland, Slovakia, and
Slovenia met on 27 May in the Hungarian town of Keszthely to discuss
regional cooperation and East European countries' prospects for
integration into the EU, international media reported. A number of
bilateral meetings also took place. Slovak President Michal Kovac and
his Hungarian counterpart, Arpad Goencz, discussed bilateral relations,
including the sensitive question of the Hungarian minority in Slovakia,
TASR reported. Both presidents voiced their belief that the Slovak-
Hungarian treaty, which addresses the question of minorities, will be
ratified, despite opposition to it in both countries. Kovac stressed
that he is in favor of dialogue with representatives of minorities but
warned that territorial autonomy for ethnic Hungarians "is not supported
by any Slovaks or the president." The escalating conflict in Bosnia was
also high on the presidents' agenda. Czech President Vaclav Havel told
journalists that in his opinion "military force should have been used in
Bosnia a long time ago. Many human lives could have been saved that

CONGRESS OF HUNGARIAN MINORITY PARTY IN ROMANIA. The Hungarian
Democratic Federation of Romania (UDMR) re-elected Bela Marko as its
chairman and Reformed Bishop Laszlo Tokes as its honorary chairman at
its congress in Cluj on 26-28 May, Radio Bucharest reported. It also
adopted its new program and statutes. In line with a proposal by the
"radical" faction, headed by Tokes, the designation of Romania's
Hungarians was changed from "Magyar minority" to "Magyar National
Community of Romania." The gathering approved by an overwhelming
majority Tokes's demand for territorial autonomy. Tokes criticized
President Ion Iliescu for his attempt to "interfere" in UDMR affairs by
supporting the "moderate" faction in a message read out on the first day
of the congress. Tokes also criticized the U.S. and the Hungarian
government for pressing the UDMR to moderate its positions. -- Michael

**MOSCOW SUGGESTS NATO ALTERNATIVE** 
  The spring session of NATO's parliamentary arm, the North
  Atlantic Assembly, or NAA, will come to an end today in
  Budapest.  Members of the parliaments of the 16 NATO member
  nations and 15 associate members have been meeting in the
  Hungarian capital since Saturday.   The gathering will finish
  up with a plenary session, including a debate on a resolution
  condemning the Bosnian Serbs' use of UN peacekeepers as human
  shields in the former Yugoslavia.  The first two days of the
  meeting have been dominated by discussion of Russia's
  objections to the Alliance's eastward expansion.  Yesterday
  the head of the Russian legislature's delegation, Vyacheslav
  Nikonov, presented a draft report in which he suggested that a
  new, all-encompassing security organization be created.

  "My proposal is a sort of Trans Atlantic Security Council with
  powers at least equal to those of the United Nations Security
  Council.  Its perogative must include provisions for specific
  security guarantees, the imposition of sanctions, peacekeeping
  operations and the organization of military, political and
  humanitarian cooperation."

  Nikonov's suggestion was not well received.  The heads of
  several NAA delegations objected, among them the American and
  British delegates.  London's Sir Geoffrey Johnson Smith:

  "Why should we have to throw away our adaptable and well-tried
  institutions of security and international cooperation as well
  as having to give up all the attempts we are now making to
  reflect what he knows to be the more complex conditions of a
  post cold war world."

  Russia began publically opposing NATO's eastward expansion in
  December.  Moscow now wants its objections linked to final
  documents on its participation in the Alliance's Partnership
  for Peace program.


**PRESIDENTIAL CONFERENCE LARGELY SYMBOLIC** 
  The presidents of five central European countries pressed their
  western counterparts for a speedy integration into the
  European Union at a summit over the weekend in Keszthely,
  Hungary.  But the three western presidents who attended could
  do little more than offer symbolic support.  When the
  presidents sat down for lunch Saturday, they put on a good
  show of unity.  The leaders of Germany, Italy and Austria had
  a friendly chat with the presidents of Poland, Hungary the
  Czech Republic, Slovakia and Slovenia.  But they couldn't do
  much more than that to make a united Europe a reality.  The
  presidents have largely ceremonial powers with little control
  over policy making.  Still, Hungarian President Arpad Goncz
  said as heads of state, the presidents should act as a moral
  force to help bring about unity.  He added there are good
  practicl reasons for letting central European countries join
  the EU.

  "There are some observers in Europe who can only see the costs
  and the dangers and the risks, if a market of 65 million is
  connected to them.  We do receive assistance from the European
  Union in the PHARE projects.  But this year we assisted the
  European Union with an amount of $1 billion, because this is
  the difference in the amounts in our imports and exports to
  the same region.  I'm very happy to be able to come to the
  rescue of this poor European Union."

  Western presidents were sympathetic, but EU membership isn't
  likely before the turn of the century.  The presidents of west
  and east did manage, however, to pass a resolution backing the
  NATO airstrikes in Bosnia and condemning the Bosnian Serbs for
  holding United Nations peacekeepers hostage. --David Fink

**CENTRAL EUROPEAN MARKETS AWAIT GOVERNMENT PLANS**

  Traders were timid this week in central Europe waiting for
  major economic decisions by emerging market governments.
  Warsaw cut interest rates Friday to control inflation and
  stimulate the market.  Budapest is on the verge of major
  privatization deals and Prague unveiled plans to divide its
  market into three levels this fall.  CET spoke with Nick
  Wergen at Smith New Court in London, who said the three-tier
  market will give investors in the PSE a clearer picture of
  Czech shares.

  Wergen: The three-tier market will bring the OTC trades closer
  to the market and will split the trading into categories
  according to size.

  CET: Analysts have said that Czech issues are finding their true
  value.  Do you think that's correct?  Do you see a
  stabilization in Prague?

  Wergen: I wish I was about to see a stabilzation in Prague.  I'd
  hoped that we'd see value in the second quarter.  But I think
  value is only really going to emerge in the third quarter when
  the three-tier market is implemented.  Without visibility the
  new funds coming in, in particular international funds coming
  into Prague, aren't going to be enough to even stabilize
  prices.  At the moment we seem to be reaching a nice level of
  around 415 or 420.  I would have a worry that there's not
  going to be enough international money coming in to compensate
  for what I still see as domestic selling.

  CET: To Warsaw, will the cut in interest rates by the Polish
  National Bank have a significant effect on the inflation
  problem?

  Wergen: I'm not sure about having an effect on inflation, but it
  certainly is going to improve the market.  The market for the
  week has been erratic wondering whether we were going to have
  cuts, whether it was going to be 2 percent, or 4 percent. 
  They've come in at the top end of the range with cutting the
  three key rates by four points from May the 29th.

  CET: Over to Budapest now.  Budapest investors seem to be
  playing a wait and see game after the bull run.  Will the good
  first quarter trends continue?

  Wergen: I'm not convinced actually.  I think Hungary is about to
  run out slightly of momentum.  We saw a huge change in the
  Hungarian market this week with the awarding of the mandate
  for the privatization of the telecommunications company Matav.
  A $1 billion Matav deal, we've got $60 million of OTP Bank to
  come in June or July, the whole Hungarian market is going to
  dramatically change shape as we see privatization companies
  come through to the market over the next 12 to 18 months.

Intro:  The president of NATO's parliamentary body, the North
Atlantic Assembly, has come under sharp criticism for urging
acceptance of East European nations as full NATO members in 1998.
As Stefan Bos reports, there is intense debate going on in
Budapest, where the North Atlantic Assembly is gathering for its
first-ever meeting in a former Warsaw Pact country.

Text:  Members of the French, British, Dutch, and Russian
delegations attending the conference expressed concern about
plans to expand the NATO alliance within the next three years.

Earlier, the president of the North Atlantic Assembly, Karsten
Volgt, said publicly he hoped countries such as Poland and
Hungary will be full NATO members as early as 1998.

But the chairman of the Dutch delegation, Wim Mateman, says Mr.
Volgt's statements are unacceptable because the west needs
Russia, the biggest opponent to NATO expansion, to solve the
Bosnian crisis.

Mr. Mateman says Russia might be able to put pressure on the
Bosnian Serb forces to release Dutch and other U-N peacekeepers.

The Hungarian ambassador to the NATO, Andras Simonyi, says events
in Bosnia show that the expansion of NATO must be done as soon as
possible.  Mr. Simonyi says this is important because the war in
the former Yugoslavia is  not  far from Hungarian territory.

         Look at the crisis in the former Yugoslavia.  This is
         causing a lot of suffering also for Hungary.  There are
         humanitarian losses, and many refugees are entering
         Hungary.

The Russian delegation suggested that rushing with enlargement of
NATO might endanger the overall European security interests.

A member of the American delegation, republican congressman
Gerald Solomon, rejected such criticism.

         No,  I don't believe this at all.  All of us of the free
         world can only believe that the expansion of NATO will
         lead to a more secure and free world.  We are trying to
         help countries that were under Soviet rule to realize
         true democracy.

The North Atlantic Assembly will continue its debate on NATO
enlargement and the Bosnian crisis during a plenary session
Monday.  Also, delegations from the Russian parliament and
members of NATO countries will make proposals on the crisis in
Bosnia, which they were discussing Sunday behind closed doors.

Intro:  Over 200 parliamentarians from the 16 NATO countries,
plus 15 countries from Eastern Europe and the former Soviet Union
are attending a meeting of the North Atlantic Assembly in
Budapest.  VoA's Barry Wood reports that a meeting intended to
focus on NATO expansion eastward is now preoccupied with the
escalating crisis in Bosnia.

Text:  The parliamentarians from the NATO countries will condemn
as barbaric the Bosnian-Serb seizure of the United Nations peace
keepers.  The taking of hostages and their use as human shields
is deplored as contrary to all international conventions and
customs of war.

The resolution from the NATO assembly will reaffirm support for
the peace keeping operation in Bosnia and endorse the recent NATO
airstrikes.  Members of the contact group on the former
Yugoslavia are urged to redouble their efforts to achieve a
negotiated settlement.

The North Atlantic Assembly is a consultative interparliamentary
organization founded 40 years ago to build support for NATO.
This is the first assembly meeting taking place outside a NATO
country.  The meeting will be addressed by German defense
minister Volker Ruhe and U-S assistant secretary of state Richard
Holbrooke.

The current president of the assembly German Bundestag member
Karsten Voight says NATO should admit its first Eastern European
members by 1998.  But that sediment is not universally shared by
all of NATO's Western European members.

Some members of parliament are saying that in light of the
Bosnian conflict, there is a strengthen case for a slower more
measured time table to eastern expansion.  Poland, Hungary and
the Czech Republic are thought to be the most likely former east
block countries to be the first to join NATO.

Four members of the Russian State Duma are attending this
Budapest meeting, while associated with the North Atlantic
Assembly the Russians oppose NATO expansion. (Signed)
